UPDATE January 4, 2021: Bill died in committee
HB 997 was introduced to the House on April 2, 2019. It was immediately referred to the House Transportation Committee.
The bill would change the state’s secondary enforcement of seat belt laws to primary enforcement on freeways and interstates (while remaining secondary, i.e., a seat belt violation can’t be imposed unless the traffic stop was for another purpose, on all other Pennsylvania roads) and impose a $75 fine for each violation. The NMA encourages seat belt use but its opposition to seat belt laws can be found here.
