      Dear NMA Pennsylvania Members,

      Two bills will appear before the Pennsylvania General Assembly’s House Transportation Committee on Monday, November 18, 2019. The first is the municipal police radar bill, SB607. The other bill, HB1536, concerns increased penalties for drivers involved in accidents with vulnerable highway users.

      Please contact your PA representative and ask him or her to vote NO on both bills (SB607 and HB1536) Also, contact Governor Wolf and ask him to VETO the radar bill (SB607) if it passes out of the Assembly.

      Please email or call your representative now as there are more than the normal number of session days scheduled soon, and there simply will be no time to react. We want to avoid repeated alerts also.

      The radar bill is still in its original form, and does NOT require unbiased traffic studies to be done nor speed limits to be posted to the 85th percentile, on roads where radar is used.

      The language under the Vulnerable Highway Users Bill (HB1536) is rather vague and mainly increases penalties against drivers should an accident occur with vulnerable road users such as bicyclists and pedestrians. Driving safely is already the law, so these laws inflict more harm upon a driver even if the accident was proven not his or her fault.

      Bill HB1825, which seeks to weaken calibration requirements for speed-timing devices has moved over to the PA State Senate. It has not been scheduled for any action as of yet and the National Office will send out another alert if and when this bill appears on the Senate agenda.
