UPDATE January 4, 2021: Bill died in committee

House Bill 2998, which replaced H2994 (Legislation to authorize the installation and operation of digital video violation detection monitoring systems to detect drivers failing to stop for school buses), was introduced January 22, 2019. It was reported favorably by committee and referred to the House Ways and Means Committee, where it continues to sit.

The bill if enacted would authorize the installation and operation of “live digital video school bus violation detection monitoring systems for purpose of enforcing violations against the
owner of a motor vehicle whose vehicle failed to stop for a school bus when required to do so. . .”

School bus stop-arm cameras are another of the photo-based traffic enforcement “solutions” looking for a problem. These systems employ cameras mounted on the exterior of school buses to record alleged passing violations of stopped school buses that are loading or unloading children. Supporters play upon the strong emotions elicited by the prospects of school children put at risk by negligent motorists, and they imply the cameras will save countless lives.
