UPDATE February 15, 2019: The governor signed SB 25 into law (Act 1)
SB 25 was introduced to the Georgia Senate on January 16, 2019. The Senate passed the bill on February 7 and sent it to the House. On February 13, the House passed SB 25 and transmitted the bill back to the Senate.
The bill better defines when a driver is obligated (or not) to stop when meeting or passing a school bus. The proposed language change does add clarity:
The driver of a vehicle upon a highway with separate roadways or a divided highway, including, but not limited to, a highway divided by a turn lane, that are separated by a grass median, unpaved area, or physical barrier need not stop upon meeting or passing a school bus which is on a different the separate roadway or on another half of a divided highway, or upon a controlled access highway when the school bus is stopped in a loading zone which is a part of or adjacent to such highway and where pedestrians are not permitted to cross the roadway
